About This Publication

This publication by the Ministry of Education provides practical guidance to teachers and education stakeholders on implementing inclusive and special education across Zambia’s education system. It supports the Government’s commitment to Education for All by promoting equitable access to quality education and ensuring that learners with special educational needs and/or disabilities (LSEND) can access, participate in, and benefit from learning.

The guidelines build on the Education Act No. 23 of 2011, the Persons with Disabilities Act No. 6 of 2012, the National Education Policy of 2025, and the Ministry of Education’s 2015 guidelines on inclusive and special education. Updated through a consultative process involving more than 600 stakeholders, the publication aims to help teachers translate national policies into effective classroom practices, provide appropriate learning support and reasonable accommodations, and create inclusive learning environments from early childhood education through secondary and tertiary levels.

This resource is intended for teachers, school administrators, teacher educators, education officials, and other stakeholders working to strengthen inclusive education and improve learning outcomes for all learners in Zambia.
